Designated Materials
Packaging includes any “package or container, or any part of a package or container that is comprised of glass, metal, paper, or plastic or any combination of any of those materials.”
Two categories of packaging are addressed by the MMSM program:
- “Pre-packaged goods.” This includes all packaging supplied with the product.
- “Service packaging.” This is packaging provided at the point of sale by a retail seller or food service industry to facilitate the delivery of goods to the consumer. This includes single-use plastic bags.
Printed Paper is defined as “paper that is not packaging, but is printed with text or graphics as a medium for communicating information.” It includes telephone directories, catalogues, newspapers and flyers, warranty cards, promotional materials and magazines, but does not include books.

Policies
Policies
For 2021, there is one new policy and minor edits were approved for two current policies:
- Deduction and Exclusion Policy: Following two years of working with stewards to refine data and verification requirements for claiming deductions from their annual reports of material quantities, the MMSM Board approved the Deduction and Exclusion Policy. The introduction of the new Policy will further assist in clarity around “exclusions” and “deduction” definitions, scope, and substantiation of materials not entering the residential waste stream. The guiding language in the policy is identical to the guidance provided in the Guidebook for Stewards.
The following policies have been updated:
- Policy for Steward-Initiated Adjustment Requests: Approved changes provide clarity on use of calculators and actual material quantities and the use of Average Bill of Material (ABOM) groupings. Click here to view the 2021 Steward-Initiated Adjustment Template.
- Dispute Resolution Policy: Approved amendment allows for stewards to leave dispute resolution by providing notice to the program(s).
