100% Full EPR Plan Development

MMSM would like to advise stewards of printed paper and packaging (PPP) that we are taking steps to develop a plan to transition the province’s PPP program to 100% Full Producer Responsibility (EPR).

Under MMSM’s approved stewardship plan with the Department of Conservation and Climate, we are obligated to develop a plan for 100% EPR and the MMSM Board of Directors has authorized MMSM management to move forward with consultations and development of a plan in 2021. MMSM stewards currently pay up to 80% of verified municipal costs in Manitoba.

MMSM has entered into a contract with the Canadian Stewardship Services Alliance (CSSA) to provide some support in the development of this important initiative. CSSA has been providing management, administrative, and steward services to MMSM under contract since 2013.

Consultations will be held with interested stakeholders over the coming months, but no firm dates have yet been established. We look forward to receiving your input as we work through the consultations and plan development process. Regular updates will be provided by MMSM through email and in this newsfeed. Updates will also be available in CSSA’s quarterly newsletter to stewards.

We recognize that other provinces are also considering regulatory changes in their PPP programs and MMSM is committed to collaborating with stakeholders to develop an effective and efficient harmonized program for stewards.

Ready to Report: Webinars and Resources
Information and assistance for preparing your 2021 steward report

CSSA is hosting two webinars to help ensure stewards are ready to report their annual packaging and paper data in the WeRecycle Portal by the May 31 deadline.

The webinars will take place on February 24 and 25 – the first is designed for new reporters and the second for more experienced reporters. Stewards may choose to attend either or both webinars. The one-hour sessions will be hosted on Zoom, beginning at 1 pm ET and will include plenty of time for questions and answers – see below for registration details or to submit your questions in advance. Webinar presentations will be available online following each webinar date.

Flat Fee for low-volume stewards has been introduced after steward consultation – it will allow low volume producers (supplying less than 5,000 kg annually) to file flat fees.  Eligible stewards would have the option to continue filing their detailed reports and paying material fee rates or they could choose to pay the flat fee instead.

Material Cost Differentiation Methodology Consultation

On June 25, 1:30 – 3:00 EDT, CSSA will hold an information webinar to introduce the steward community to the Material Cost Differentiation (MCD) Methodology and its results.

The MCD Methodology is a new and innovative way to measure the cost impacts of materials on the recycling system. It will provide a significant input to setting fair and accurate fee rates for packaging and paper recycling programs. A critical input to the Four-Step Fee Methodology, it will allocate the gross cost of the recycling system (the largest component of a program’s annual budget) to all designated materials and will affect all stewards.

It is principle-based and measures cost impacts in a fair and consistent way. The methodology will generate a Material Cost Index (MCI) that assigns a value to each material that expresses its cost impact on recycling system activities relative to all other materials. The lower the MCI value, the lower the impact on recycling system costs.

On June 25, stewards will learn more about how the methodology works, its many features and benefits, and for the first time see its results. Which material has a higher cost impact on the recycling system: PET beverage bottles or cartons? Which material has a higher MCI value: colour HDPE bottles or natural colour HDPE – and why would colour make a difference? Which material has a higher MCI value – film or steel?

Reporting Extensions and Options

As organizations everywhere respond to the unprecedented demands of the COVID-19 pandemic, we are pleased to advise that the boards of CSSA-supported programs have approved measures to assist businesses with their Packaging and Paper Product (PPP) obligations during this difficult time.

Extension on the Reporting Deadline and Adjustment Deadline

We have extended the reporting deadline by 60 days. Reports of PPP data may now be submitted to the WeRecycle Portal up to July 31, 2020, rather than the regular May 31 deadline. The two-year adjustment period for 2018 reports has also been extended to July 31, 2020 from the regular adjustment deadline of May 31, 2020.

Data Reporting Options

To help stewards meet the extended reporting deadline, two reporting options are available:

  1. Stewards can report as usual using their 2019 sales data; or
  2. Stewards unable to collect 2019 data may reuse their 2018 data (net of any adjustments program corrections that may have been made).

Please note that stewards taking advantage of the methodology in option 2 will be unable to later request adjustments to their 2020 report.

Also, any steward who entered the market during 2018 and filed a partial-year report last year, will be required to extrapolate a full year of data before reusing it for their 2020 report.

Grace Period for Penalties and Interest

We recognize some organizations are experiencing significant disruption and financial hardship at this time. As always, the programs remain grateful to those stewards who are able to pay their invoices within 30 days. However, in light of recent events, we have made a temporary change to the application of interest for late payment of invoices. To assist those stewards who are unable to meet outstanding and pending payment deadlines, the grace period for the application of interest is being extended to 90 days (from 30 days in the Penalty and Interest Policy). The penalty for late registration is also being waived for 90 days instead of 30 days.

The 2018 Annual Steward Meeting (ASM) on Wednesday, October 24, will be an online experience for all. Following a review of attendance trends and steward input, this year’s event will be webcast only and supported by an enhanced web experience.

The ASM, held on behalf of CSSA partner stewardship programs, provides stewards with updates on packaging and paper recycling program performance along with next year’s program budgets and material fee rates.

MMSM Rules and Policy Changes for 2018

  • Early in 2017, Multi-Material Stewardship Manitoba and other programs supported by CSSA initiated a comprehensive review of their respective Membership Agreements, Rules and Policies that govern steward registration, reporting, invoicing and compliance/enforcement.
  • The primary objectives of the review were to continue administrative harmonization and improve clarity for stewards.
  • The majority of changes are expected to take effect on January 1, 2018; new Voluntary Steward Agreements and Policy have already been implemented.
  • Documents for MMSM are listed below, including a Summary that outlines the main proposed changes for all programs, why they are being made and what they will mean to stewards.

After further consultation with municipalities and the Government of Manitoba, MMSM revised and resubmitted the Program Plan for 2017-2021 to the Government of Manitoba on March 20, 2017. Proposed Methodology Meeting Materials & Feedback

A consultation meeting regarding the new proposed fee methodology for packaging and printed paper (PPP) stewardship programs was held on April 21, 2016.

Over the past year, a dedicated group of stewards, known as the Steward Consultation Committee (SCC), have developed a proposed new fee methodology for packaging and printed paper that takes a principle-based approach, is easy to understand, fair, and able to stand the test of time. The proposed fee methodology has been developed by stewards for stewards in order to respond to concerns that the existing methodology is too complex, difficult to understand and may be unfair to certain material categories.

MMSM Program Plan Renewal

MMSM’s PPP Program Plan is up for renewal. We are committed to a consultation process that allows all interested parties and affected industry stakeholders the opportunity to provide their valuable input toward the development of the revised PPP Program Plan.

MMSM’s original PPP Program Plan was approved by Manitoba Conservation and Water Stewardship in 2009. We are inviting producer and stakeholder comments on the revised PPP Program Plan that is intended to highlight how the program will continue to fulfill the requirements as outlined in accordance with the Packaging and Printed Paper Stewardship Regulations (Man. Reg. 195/2008). Comments received by March 31, 2016 will be considered when finalizing the plan for submission to Manitoba Conservation and Water Stewardship by May 1, 2016.

The majority of changes can be found in Section 4 and represent enhancements to service contracts with municipal service providers, which better define the role and responsibilities of the parties. These enhancements will serve to help improve the program’s effectiveness and efficiency in coming years. Where possible, MMSM has also harmonized definitions and policies with other programs.

The updated 2016 guidebook for steward reporting is now available here.

The guidebook provides important guidance to help you prepare your steward report including definitions, methodologies, examples of materials included in each stewardship program and the national and provincial material lists.

The guidebook is now located in a microsite where you will also find other helpful information including links to the Portal User Guide and the Reporting Portal as well as Best Practice Reporting tips.

On March 28, 2013, companies that are obligated as stewards are required to file annual reports for the Designated Packaging and Printed Material used or supplied to Manitoba consumers and enter the residential waste stream. All reporting is completed within the online reporting system and follows this scheduled timeline.

MMSM has approved the use of several calculators to assist Stewards with the reporting process. They are mainly intended to be used by Stewards who may not have access to packaging data as they are a first importer or distributor. Reporting calculator tools are an approved mechanism by which Stewards may estimate their obligations in the absence of accurate data.
