What is EPR?
Extended Producer Responsibility (EPR) is a policy approach in which producers – the businesses that supply packaging and paper products – are responsible for those materials across their full life cycle. Manitoba currently operates under partial EPR where MMSM provides a portion of funding for residential recycling.
This includes:
- funding the recycling system
- meeting performance requirements
- managing collection and processing
In practice, this means producers are responsible for how materials are managed after residents finish using them.
How EPR can improve recycling
- Clear accountability for system performance
- Consistent, effective, and efficient service standards to support a streamlined system, GHG reduction, and reduced processing costs.
- Increase the recovery and recycling of PPP materials
The system will be reactive and adapt to support community recycling.
