Packaging includes any “package or container, or any part of a package or container that is comprised of glass, metal, paper, or plastic or any combination of any of those materials.”

Two categories of packaging are addressed by the MMSM program:

• “Pre-packaged goods.” This includes all packaging supplied with the product.
• “Service packaging.” This is packaging provided at the point of sale by a retail seller or food service industry to facilitate the delivery of goods to the consumer. This includes single-use plastic bags.

Printed Paper is defined as “paper that is not packaging, but is printed with text or graphics as a medium for communicating information.” It includes telephone directories, catalogues, newspapers and flyers, warranty cards, promotional materials and magazines, but does not include books.
