MMSM’S draft Transition Plan to full EPR now out for public consultation
The Government of Manitoba has posted MMSM’s draft Transition Plan for public consultation on engagemb.ca. This 30-day consultation will provide valuable input from Manitobans and other stakeholders on how we can improve residential recycling under full Extended Producer Responsibility (EPR).
You can access the survey here. Feedback is welcome July 15, 2022, to August 15, 2022. Once the consultation is complete, the Government of Manitoba will review all responses and request any necessary revisions to the plan.

Revised Draft Transition Plan - June 3, 2022

MMSM resubmitted its draft Transition Plan to full EPR for the Manitoba Packaging and Printed Paper stewardship program to the Minister of Environment, Climate and Parks on June 3, 2022.
The revised draft Transition Plan reflects the feedback received from the Department of Environment, Climate and Parks on April 6, 2022. The revised plan can be found here, as well as a track changes version here. An overview of the edits made to the plan and the reasons behind them can be found in the change log.
MMSM Draft Transition Plan is now available
November 22, 2021
Following a comprehensive consultation process, MMSM submitted the draft Transition Plan to Minister Guillemard on November 17, 2021, outlining how it proposes to transition the current shared responsibility model for the delivery of residential recycling of packaging and printed paper to one that is fully operated and financed by industry.
The draft Transition Plan reflects the input received from stakeholders during consultations over the past five months. The process by which MMSM consulted with stakeholders and the input received is summarized in the Consultation Report.
MMSM would like to thank all stakeholders for their valuable input and looks forward to working with the Department of Conservation and Climate on more consultations in 2022.

Two workshops were held on July 13 and 15 with 12 municipal and Indigenous representatives. The goal of the workshops was to gather input on eight key topics of interest to stakeholders, discuss proposed features of full EPR, as well as potential transition options.
